Our Story
Atty. Fernando (Toti) Resplandor Mangubat Jr. founded the Association of Bank Compliance Officers, Inc. (ABCOMP) in the Philippines in 1998.
After retiring as Compliance Officer of PNB in 2006 Atty. Mangubat dedicated himself to the banking sector as a Lecturer on banking regulations committed to foster a culture of compliance in financial institutions.
In collaboration with his son, Jojo, based in London, Atty. Mangubat conceptualized the Compliance Help Desk (CHD) app. This innovative tool aims to provide accessible assistance and information on banking regulations, data privacy, anti-money laundering (AML), and other compliance-related topics. The CHD app stands as a testament to Atty. Mangubat's enduring legacy, offering support to compliance officers and ensuring adherence to industry standards.
Mr. Mangubat invites those in BSP supervised financial institutions to engage with the CHD app, explore its features, and provide feedback. He encourages users to ask questions on topics such as banking, data privacy, and AML, emphasizing the app's role in supporting compliance officers in the Philippines in their daily responsibilities.
